Okay, I guess this looks decent. Gotta give you some credit where it is due. :/

But as an overall art piece, it needs work and it's obvious you need to improve your art skills. First off, the necks. I realize some cartoon artists do not draw necks on their characters but it would be nice here if you did so, as the circle heads look very awkward. Second, the arms....I think? The things by their sides don't look like arms and what are on the ends of them? Hands? Even cartoonists know hands don't look like that! That looks very bad and doesn't look well done. I suggest taking some hand practice to know how to draw cartoon hands. It would help you out a lot. And fourth, why would you make a base? It's clear your art skills aren't well done enough and aren't developed enough to make a base that anyone but your fans would use. And fifth, the hair. Why in the world is it not connected to the head? You need to learn basic anatomy before you try to make a base for others to use.

But, I have to give you some credit. The breasts are done well and don't defy gravity like in all your other pictures. And the colors are nicely chosen. But, overall, this picture needs lots of work. It seems from your skills that you're a beginner artist, so I can't rate you too harshly.
